Most dual pumps are actually two pumps in one assembly. They share the power transformer only. You won't get more air out of one outlet if you shut the other down.
Why not using another airpump for your bubble wand? Airpumps are quite inexpensive and easy to install. I wouldn't risk depriving your
UGF bacteria colonies of air.
On the other hand, you could try using a two valve distributor in one of the outlets, keeping air going to the original hose in the UGF and also feeding the bubble wand. Keep in mind you might need some trial and error in adjustments until you manage to keep both ends receiving enough pressurized air.
